What is partnership (ESP, IP, SCP)

 

The principle of partnership is linked to the principle of subsidiarity, according to which decisions should be taken at the most appropriate level to carry them out, in the context of a large collaborative network capable of pooling resources and experiences. The involvement of the social partners is one of the most visible aspects of the application of the partnership principle in the Structural Funds.

In this way, the social partners are actively involved in the management of the ESF, as their involvement concerns the various phases of programming: preparation, implementation, monitoring and evaluation of operational programs.

Effective and efficient implementation of ESF support depends on good governance and the partnership between all the most representative territorial and socio-economic actors; In particular, the Basilicata Region has involved the Economic and Social Partnership (PSE), the institutional (PI) and social (PSC) partnerships in the preparation of the Basilicata ESF Operational Program 2014-2020 in line with the guidelines contained in Regulation (EU) No. 1303/2013, with the specific recommendations contained in the European Commission’s Position Paper and with the provisions of EU Delegation Regulation no. 240/2014 adopting the European Code of Conduct for the Partnership.

In accordance with the provisions of EU Regulation no. 240/2014, the Basilicata Region has identified the partnership with DGR n. 1594 of December 22, 2014 and later.
